Foreground and Middle Ground
251 The St Paul’s Heights Limitations have played an important role in the development of the townscape setting around St Paul’s Cathedral during the 20th Century. New development in the foreground and middle ground should not obscure the landmarks in this view.

Background
252 Proposed development in the background should not interact with or dominate the dome or peristyle of the Cathedral, or the upper parts of the western towers.

253 Proposals for tall buildings in the background should contribute positively and compositionally to the existing towers on either side of the Cathedral in this view, and should not compromise the viewer’s ability to recognise and appreciate the landmark in the view.
