363 Built elements, or elements moored on the river, should not be allowed to compromise this clear view towards the Palace of Westminster.

Background
364 Background development which breaches the skyline of the Palace of Westminster and affects its silhouette should not be supported.

365 Other development within the background of the view should enhance the composition of the view and the relationship between landscape elements and landmarks. It should also be of exceptional architectural quality. The assessment should also consider viewing positions in the viewing location, such as where the Abbey towers are seen in the gap between St Stephen’s Tower and Portcullis House.
