Above: first draft analysis of the 'protected silhouette' constraint defined in the proposed LVMF: POW and TOL Page 23: "Where it is clear that any change to the silhouette of these World Heritage Sites (as seen from the Viewing Place) will damage their background setting, the Management Plan will specify that this silhouette is to be preserved..... In considering planning applications the Mayor will, and boroughs should, take account of, and give appropriate weight to, the provisions of the World Heritage Site Management Plans".
